Mixed-use buildings put a commercial kitchen directly beneath somebody’s bedroom, separated by a floor assembly that in a great many cases was designed before anyone was cooking down there.
It is an efficient use of expensive land. It also creates a moisture condition that neither party is well placed to notice, because the people generating it are not the people living with the consequences.

The Quantity of Water a Kitchen Produces
A commercial kitchen generates moisture continuously during service. Not occasionally, and not as an accident. Boiling, steaming, braising, and above all dishwashing put water into the air as a normal condition of operating.
A domestic kitchen does the same thing at perhaps a tenth of the rate, for perhaps an hour a day, into a room with a window somebody opens. A commercial kitchen does it for six or eight hours into a sealed space that is mechanically ventilated because it has to be.
Where that ventilation works and the assembly above is sealed, nothing happens. Where either of those conditions is not met, the moisture does not leave the building. It condenses inside the floor.
The Peaks Land at the Same Hour
This is the part that gets missed, and it explains why the problem is persistent rather than intermittent.
A restaurant runs hardest in the evening. That is precisely when the residents above are home, with their windows shut, running their own heating or cooling. The moisture peak downstairs and the occupancy peak upstairs occur simultaneously, every service, and the assembly between them never gets the quiet dry period it would need to recover.
A building that produced the same total moisture spread evenly across twenty-four hours would behave completely differently. The concentration into a predictable six-hour window is what turns a load into a problem.

The row that produces the most surprised owners is the second. A duct chase carries exhaust vertically through a building, which means a kitchen on the ground floor has a component running past every apartment above it. A poor joint anywhere in that run introduces warm wet air into a cavity that has no way to dry, several floors from the kitchen it belongs to.
Grease Changes What Is Possible
A Type I hood captures grease-laden vapors, and California’s mechanical code requires one over commercial cooking equipment that produces them. The capture is never total, and what escapes deposits.
That matters beyond cleanliness. Grease residue provides a nutrient source. Condensation on a clean mineral surface is a moisture problem; condensation on a surface carrying organic deposit is a moisture problem with something to feed on, and the two behave differently. It is one of the reasons findings in mixed-use buildings are frequently more advanced than the moisture readings alone would predict.
Reading the Same Ceiling From Two Sides
A ceiling reading taken from above tells you something different from the same spot read from below, and having both is what makes a report useful when two parties disagree.
From the residential side, the meter reads the top surface of the assembly and whatever finish sits on it. From the commercial side it reads the underside, which is the face exposed to the steam. A significant differential between the two localizes the moisture within the assembly rather than merely confirming that it is there.

A significant differential is the finding. Similar readings on both faces suggest the whole assembly is saturated, which is a longer-standing problem than a one-sided reading and usually means the condition predates the current tenant.
This is straightforward to do and rarely done, because it requires access to two tenancies and most inspections are commissioned by one of them.
Abandoned Plumbing From Previous Tenancies
Restaurant spaces change hands more often than residential ones, and every change moves fixtures. A sink relocates, a dishwasher goes somewhere else, an ice machine is removed.
The supply and waste lines that served them are frequently capped and left in the wall rather than removed back to the riser. A capped line is not a problem until the cap or the joint behind it fails, at which point it leaks quietly into a cavity, and nobody is monitoring it because nothing in the building uses it. It does not appear on any drawing the current tenant holds.
Health Inspection Answers a Different Question
Health inspection assesses food safety. It examines temperatures, surfaces, storage, handling and cleanliness.
It does not measure moisture in the floor assembly above the kitchen, and it has no reason to. A kitchen can be entirely compliant with every food safety requirement while its exhaust chase soaks a wall cavity two floors up. The two questions are unrelated, which is worth stating plainly because “we passed our health inspection” is the most common response a residential complaint receives, and it is not responsive.
What the Sequence of an Inspection Looks Like
The technical work is the same as anywhere: moisture readings, thermal imaging, physical inspection of accessible cavities, sampling where the readings justify it. What differs is sequencing, because the answer usually lies on the other side of a lease.
Readings are taken at the interface itself rather than only in the room that complained. Where access allows, both sides are read at the same points. Air sampling requires a same-day outdoor control, without which the indoor counts cannot be interpreted, and samples go to an accredited laboratory.
The order is deliberate. Measurements first, sampling second, and sampling only where there is something to sample. Sending material to a laboratory before knowing where to sample produces expensive numbers about the wrong place.
One further complication is worth naming. Residential tenants in a mixed-use building are rarely party to the commercial lease and frequently do not know what operates beneath them, so the first they learn of a kitchen extract routing through their wall is when somebody measures it. That information asymmetry is a large part of why these situations escalate: one side has the facts and the other has the symptom.
Where a Lease Line Falls
A lease defines which party controls which space, and the finding decides who pays. That is the entire commercial reality of a mixed-use moisture dispute.
Which is why the report has to survive being read by somebody who does not want to accept it. Measurements tied to locations, photographs tied to points, the control figure stated, and a plain reading of what the pattern indicates. Anything less becomes a disagreement about the report rather than about the building.
Why the Inspector Should Have Nothing Downstream
An independent inspector performs no remediation. In a building with two tenancies that is the difference between a document that settles the matter and one that extends it.
A report produced by a company that also wants the repair contract will be challenged on exactly that basis by whichever side it goes against, and the challenge does not need to be well founded to be effective. It only needs to be available. Mold inspection for mixed-use buildings is carried out on that basis by a South Bay firm working from an El Segundo office, which inspects and tests and performs no removal.
It also means the report is free to conclude that nothing needs doing, and in buildings where a smell has been attributed to mold for years, that is occasionally what the measurements show.
The short version. The problem in a mixed-use building is rarely mysterious. It is that the moisture is generated by one party, experienced by another, and sits in an assembly that belongs to whichever of them the lease says it does.
Measuring it from both sides, before anyone has taken a position, is what keeps it a building question rather than a legal one.
